Boss offerings work when your character is ready and that boss's era has arrived.
A boss altar checks your character's required progression as well as the world's release schedule for that boss. If the boss has not arrived yet or your character lacks the required knowledge, the offering is blocked and a message explains why. Finish your earlier progression and return when the boss is available.
