+At Towns this is required to allow acess to the Town by all players but to limit who can build/demolish there etc.
+To build in these locations you need to submit your plan/idea to a Thane to have it approved as a petition to the King.\\
+Approval is rare so you need a GOOD Reason.
+===== Loss of materials =====
+If you attempt to build in a Territory you will lose the materials and not get the build item.\\
+The most frequent occurance of this is when you try to put up a portal in the outer fringe of the territory.\\
+If you are near a territory check you can cut down a tree, or dig in the ground/break a rock to ensure you are actually outside it.\\
+No refunds of lost materials are countenanced, though older players may help out the new players if this really gets you stuck.
